Delete a single version. Cascades into a full skill delete if it was the last version.

The parent-skill cascade is intentional: an empty skill row would be
structurally invalid (no live version to surface, no manual-invocation
target) and the UI would have to render a confusing "Empty" state. Authors
who want to delete the whole skill can also call DELETE /v1/skills/id/...
directly.

Deleting a version is a content edit, so a subscribed editor of an
org-editable skill may do it — except when it is the *last* remaining
version, since that cascades into a whole-skill delete (author-only).
``allow_skill_cascade`` carries that distinction down to the repo so the
last-version check is atomic with the delete.
