Subscribe the caller to a skill — records that they care about it and want it in their personal list.

Idempotent. Visibility-gated only: the caller does not have to be the
skill's author. ``ai_version`` is initialized to ``NULL`` (not exposed to
AI); use :func:`set_subscription` to pin a version.
